Richard is based in the United States and is a Senior Advisor at Quinbrook

• Prior to joining Quinbrook, Richard completed a five-year term as a Commissioner with the Federal Energy Regulatory Commission (FERC) where he chaired the Commission between 2021-2023.

• Prior to FERC, Richard was General Counsel for the Democrats on the Senate Energy and Natural Resources Committee, serving as a Senior Policy Advisor on numerous issues including electricity and renewable energy.

• Richard was Vice President to Government Affairs at Iberdrola’s renewable energy, natural gas storage and electric and gas utility businesses in the United States and previously served as a Director of Government Affairs for PPM Energy and prior to that, held the same position for PacifiCorp.

• Richard is a graduate of George Washington University and Georgetown Law.
